What is the Pinal County ePlan Review/ePermitting?

The Pinal County ePlan Review/ePermitting is a portal into Pinal County’s online permitting to replace paper review of regulatory documents, with online examination, markup and commenting. With it, you will be able to upload plans and check plan review status. This will allow applicants to have access to review their marked up documents online to streamline the review or resubmission process.

The use of Pinal County ePlan Review/ePermitting requires the following browser: Internet Explorer 10 or newer, Firefox 29, Safari 6, Google Chrome 34, Opera 21. To view the pdf documents requires Adobe Acrobat Reader.

What Can I Apply For on this Site?

Air Quality

Burn Permits. Please refer to the Pinal County Air Quality web page for specific information on each type of permit. Permitted Fires

Dust Permits – All development activities that are 0.1 acre or more are required to obtain one of the following permits.

Apache Junction Nonattainment Area
General Area
West Pinal Non-Attainment Area

Planning

Final Plat Submittal

This application is for improved or unimproved land or lands divided or proposed to be divided for the purpose of sale or lease, whether immediate or future, into six or more lots, parcels or fractional interests. Includes a stock cooperative, lands divided or proposed to be divided as part of a common promotional plan and residential condominiums and does not include the excepts as listed in ARS 32-2101.nb. As of February 28, 2017 Planning & Development will no longer be accepting paper submittals.

This system can also be used to check submittal and review status of final plats, landscape plans and all civil improvement plans associated with a Final Plat (subdivision) application.

Tentative Plat Submittal

This application is for improved or unimproved land or lands divided or proposed to be divided for the purpose of sale or lease, whether immediate or future, into six or more lots, parcels or fractional interests. Includes a stock cooperative, lands divided or proposed to be divided as part of a common promotional plan and residential condominiums and does not include the excepts as listed in ARS 32-2101.nb. As of February 28, 2017 Planning & Development will no longer be accepting paper submittals.

This system can also be used to check submittal and review status of tentative plats application.

Site Plan Review

A specific site plan is required from the following types of development: Office, Commercial, Industrial, Multifamily Residential, Churches, Schools, Change of Use, and Mobile Home and RV Parks. This application is required prior to the issuance of a zoning clearance, building permit, installation permit, or permit or approval for systems, plans or reports regarding sanitation, drainage or flood control.

This system can also be used to check submittal and review status of all off-site landscape and off-site civil improvement plans within the County’s right-of-way associated with a Site Plan Review application.

Public Works

Non-Utilities Permit

This permit is for work in Pinal County Right-of-Way only for non-utility companies. Verification of right-of-way is the responsibility of the permittee. If right-of-way is an easement, permission from underlying property must be provided.

Utility Review Submittal

For the submittal and review status check of all utility improvement plans (Private Utility Company) within the County’s right-of-way.
