Synthetic Minor Permits


This page provides copies of a portion of the Synthetic Minor permits administered by the Pinal County Air Quality Control District. A Synthetic Minor permit imposes federally enforceable limits to restrict a facility's potential emissions to below major source thresholds. This option makes it possible for those facilities that can comply with the synthetic minor permit's federally enforceable limts to operate without the need for a Title V permit.

These permits contain conditions that establish limits on the types and amounts of air pollution allowed, operating requirements for pollution control devices or pollution prevention activities, and monitoring and record keeping requirements. Additionally, Technical Support Documents are provided for each Synthetic Minor permit as a discussion of the decision-making that went into the development of each permit, and to provide the permitting authority, the public and EPA a record of the applicability and technical issues surrounding the issuance of the permit.
