Pinal County Zoning Ordinance (Draft)

The Zoning Ordinance is the legal document used to manage land use and development in the County. The problem with this 45 year old document is that it has had only minor changes since 1962, but the world has changed dramatically. For example, when the Ordinance was approved there were no cellular telephones. Now, everyone has cell phones and they want to be able to use their phones everywhere. The existing Ordinance does not address cellular telephones, and so does not to protect people’s views from unsightly antennas.

The draft Zoning Ordinance is provided to you here so you can review it and make comments. There will be many methods for you to ask questions and make comments about the Ordinance. There is one feature of this revision that is very different from most Zoning Ordinance changes: the revisions to allowed uses that you see here will only affect those properties that change their zoning. Existing zoning will remain, and the uses allowed under that existing zoning will also remain. Existing zoning is not impacted by the sale of land or by lot splits.

A number of citizens have expressed concerns about the revisions restricting the number of animals on properties which would be rezoned to 2, 3.3, 5 and 10 acre residential lots. Staff heard those comments loud and clear and is suggesting that restrictions on animals be removed in those new zoning categories. Draft 1 - Revised, which can be accessed below, shows the revisions that staff is proposing to Articles 13, 14, 15 and 16.

Please keep in mind that this is a work in progress and that future drafts will be made available for comment prior to any submission for the approval process.

There will be workshops scheduled where anyone who is interested in the Zoning Ordinance will be able to ask questions or make comments in person. Information about these workshops will be posted on this website.

There will also be public hearings for both the Planning Commission and the Board of Supervisors, where everyone will have the opportunity to share their opinions. The times and locations of these hearings will also appear on this website when scheduled.
