Tim Gaffney spent the first 16 years of his law enforcement career with the Mesa Police Department. While working for the Mesa Police Department, he was assigned to the Traffic Division where he worked impaired driving enforcement and education for 9 years. Tim also spent 6 years as the agencies spokesperson. After leaving the Mesa Police Department in 1997, he went to work for the Arizona Governor’s Office of Highway Safety where he served as the Arizona Impaired Driving Training Coordinator. Tim is an active instructor in many impaired driving training fields and has taught officers and prosecutors throughout the United States and Canada. He has been declared an expert witness in various courts throughout the state in regards to impaired driver training and law enforcement policy and procedures.

Tom Gaupel has worked in public safety / law enforcement for the last 21 years. He began his career with the San Diego Sheriff’s Office where he worked in their jail as a K-9 handler. Tom and his family later moved to Arizona and he went to work for the Mesa Police Department. While working for the Mesa Police Department, he spent the majority of his career in the Traffic Division as a motorcycle officer working impaired driving enforcement and teaching classes related to alcohol and drug impairment investigations. After retiring from the Mesa Police Department in 2009, Tom went to work for the Arizona Governor’s Office of Highway Safety where he served as the Arizona Impaired Driving Training Coordinator. Tom is an active instructor in many impaired driving training fields and has taught officers and prosecutors throughout the United States and Canada. He has been declared an expert witness in various courts throughout the state in regards to impaired driver training.

Tom came to work for the Pinal County Sheriff’s Office in March of 2010 and currently serves as the Pinal County Sheriff’s Office Grants Administrator and DRMO (Defense Reutilization Marketing Office} coordinator. He was recently selected to be the Arizona Assistant State Coordinator for the DRMO program and helps other Law Enforcement agencies throughout the state.
