Fritz A. Behring
Fritz Behring began serving as County Manager of Pinal County in November, 2010. A native of South Dakota, Behring earned both his Bachelor of Arts Degree in Political Science and his Masters of Public Administration from the University of South Dakota.
Behring has over twenty years of professional management experience. Between 1990 and 2005 he managed the cities of Central City, Nebraska; Fort Meade, Florida and Deltona, Florida. His first county management opportunity began in 2005 while being recruited by Clay County, Florida. Once hired as the chief executive officer, he was tasked with turning around an organization that had been tainted by scandal and was still under investigation by both State and Federal law enforcement agencies.
Behring is recognized in the profession as a change agent and has a record of developing high performance, cost-effective government organizations. His professional efforts have focused on organizational change; operational and systems redesign; and financial and budget management. Behring is a routine speaker on these and other issues to both public and private organizations. His objective as Pinal County’s County Manager is to develop an organizational culture that is focused on effective service delivery at the lowest possible cost.
In addition to his work, Behring has served on the South Dakota Board of Regents of Higher Education, a nine member board that governs the state’s public colleges and universities. He was appointed to that position by South Dakota’s governor. He also served on a national advisory board for the National Institute of Justice for the U.S. Department of Justice.
