In 2004, Pinal County Development Services undertook an initiative to respond to the massive growth that was occurring. The Board of Supervisors and County staff developed an extremely aggressive program to plan for growth over the next 20 years. A 15-point Growth Planning Initiative was developed and more than 70 percent of the work has been completed in just two and a half years. The following areas are completed or have been adopted:

- Small Area Transportation Plans Developed

- Regional Roads of Significance Study
- Noise Ordinance Adopted
- Minor Land Division Ordinance
- Drainage Ordinance Adopted
