To qualify for PRIORITY EXPRESS program consideration, a project must meet one of the following criteria:
- Create a minimum of 100 permanent full-time jobs within the first 12– months after its expansion or re-location to unincorporated Pinal County or
- Produce a minimum $2 million in gross annual payroll; and
- Be a targeted industrial, commercial or service project eligible for Priority Express: and
- Have an employment multiplier effect of at least 1:1; and
- Create an increase in property value for construction of a new or expanded facility;
- PRIORITY EXPRESS assumes property is properly zoned and platted for intended use;
- Affordable housing projects financed, in whole or in part, by public funds and prioritized by the Housing Department, Planning Commission and Community Development;
- Economic development projects consistent with the Board of Supervisors approved Economic Development Plan and prioritized by the Board of Supervisors;
- Historic preservation projects involving federal, state or county designated landmarks/structures;
- Hospital development or remodeling projects;
- Major retail commercial projects 100,000 sq ft. or more;
- Public and charter school development or remodeling projects;
- Other eligible projects as deemed appropriate by the Pinal County Board of Supervisors
