West Pinal Nonattainment Area

In 2012, the US EPA designated a large portion of Pinal County as a moderate nonattainment area for particulate matter pollution, also known as PM10, due to monitor violations of federal air quality standards for particulate matter. The ground disturbance caused by construction activities, general earthmoving activities, and windy conditions resulted in particulate matter emissions. The construction rules were needed in order to achieve emission reductions for the West Pinal PM10 Nonattainment Area.

Please view the map to determine if your job location is within the borders of the designated West Pinal PM10 Nonattainment Area.

Once in the map (Air Quality Viewer), enter the parcel number (with no dashes) of where your job is located. Once the parcel is shown on the map, click on the parcel. If the job is located within the borders of the West Pinal PM10 Nonattainment Area, the following link will be shown in the pop-up box "West Pinal PM10 Nonattainment Area Dust Permit Application". Click on the link to open up the application. Please download, complete and save the dust permit application and submit it either online (Dust Permit Access link above) or in-person (see office locations and hours below).

Please view the map to ensure you are within the borders designated as the West Pinal PM10 Nonattainment Area.
